SUMMARY:Decoding the Moment: Health Impacts of the “One Big Beautiful Bill”
DESCRIPTION:The House-passed “One Big Beautiful Bill Act” now under consideration by the Senate cuts federal spending on Medicaid and the Affordable Care Act by about $1 trillion over the next decade. The Congressional Budget Office estimates the law will push 16 million people off their health insurance by 2034 and also save money by nixing a Biden-era rule to increase nursing home staffing. Researchers at Penn LDI and Yale have estimated that the changes could lead to 51\,000 preventable deaths each year. \nIn the third seminar presented as part of Tradeoffs and LDI’s “Decoding the Moment” series\, University of Pennsylvania experts will help us understand how the policies proposed in the bill could cost people their health insurance and potentially their lives. \nRead the event recap or watch the event recording below. \n\nSpeaker Info: \n\nEric Roberts\, PhD\, Associate Professor\, General Internal Medicine\, Perelman School of Medicine\nAditi Vasan\, MD\, MSHP\, Assistant Professor\, Pediatrics\, Perelman School of Medicine; Pediatric Hospitalist\, Children’s Hospital of Philadelphia\nDan Gorenstein\, Founder and Executive Editor\, Tradeoffs\nRachel M. Werner\, MD\, PhD\, Executive Director\, Penn LDI; Robert D. Eilers Memorial – William Maul Measey Professorship in Health Care Management and Economics\, Wharton School; Professor\, Medicine\, Perelman School of Medicine\n\nAbout the Decoding the Moment series \nThe Trump administration’s sweeping efforts to reshape federal health policy have created a fast-moving\, uncertain landscape for the health care sector and policymakers. In response\, Tradeoffs and Penn LDI launched the virtual event series\, Decoding the Moment\, to provide timely\, evidence-based discussions on key federal policy changes. Through conversations with leading experts\, this series explores the implications of recent actions and what they signal for the future. The first discussion in the series focused on new rules for vaccine approvals\, and the second on cuts to violence prevention funding.

SUMMARY:Decoding the Moment: Can the No Surprises Act Be Fixed?
DESCRIPTION:Congress passed the incredibly popular No Surprises Act in 2020 with two goals: shield patients from unexpected medical bills and lower the exorbitant prices charged by some doctors.  \nOne of those goals is going great — patients are now protected from “surprise medical bills” that came from inadvertently getting care from doctors who didn’t take their insurance. But new academic research and reporting from The New York Times find that some doctors are cashing in on the law — charging insurers way more now\, fueling higher insurance premiums.  \nIn the next virtual event in the “Decoding the Moment” series presented by Tradeoffs and the Leonard Davis Institute of Health Economics at the University of Pennsylvania\, two leading researchers and a former CMS official will discuss why the No Surprises Act has failed to deliver on its cost-cutting promise\, what could be done to change things\, and whether there are larger lessons for future policy change.\n \nRead the event recap or watch the event recording below. \n \n\n  \nSpeaker Info \nZack Cooper\, Associate Professor of Public Health and of Economics\, Yale University; Director of Health Policy\, Tobin Center for Economic Policy; Director\, Health Care Affordability Lab at Yale\n \nBenjamin Chartock\, Assistant Professor of Economics\, Bentley University\n \nLindsey Murtagh\, Senior Fellow in Health Services\, Policy and Practice\, Brown University School of Public Health\n \nDan Gorenstein\, Founder and Executive Editor\, Tradeoffs (Moderator) \n  \nAbout the Decoding the Moment series \nThe Trump administration’s sweeping efforts to reshape federal health policy have created a fast-moving\, uncertain landscape for the health care sector and policymakers. In response\, Penn LDI and Tradeoffs’ “Decoding the Moment” series provides timely\, evidence-based discussions with leading experts on key federal policy changes. SUMMARY:Decoding the Moment: States Weigh in on Medicaid Fraud
DESCRIPTION:The Trump administration has been making headlines with its focus on fraud in federal programs\, including Medicaid. Federal officials have demanded states provide extensive information about their fraud fighting efforts. They’ve also frozen billions of dollars in Medicaid payments to several Democrat-led states and revoked federal funding of anti-fraud units in others. The message from the administration is that states are not doing enough to combat fraud in Medicaid. \nHow much fraud is there and how do states try to prevent and prosecute it? How have states and the federal government traditionally partnered in this work? What impact have the administration’s anti-fraud actions had on states’ abilities to address fraud and provide medical care to the tens of millions of low-income Americans they serve? \nIn the next virtual event in the “Decoding the Moment” series presented by Tradeoffs and the Leonard Davis Institute of Health Economics at the University of Pennsylvania\, our panel of state Medicaid leaders will share their perspectives on program integrity and the opportunities\, challenges and tradeoffs of the administration’s aggressive anti-fraud push. \nWatch the event recording below.\n \n\n  \nSpeaker Info\n \nAmir Bassiri\, MSW\, Medicaid Director\, New York State Department of Health\nDrew Gonshorowski\, MS\, Former Medicaid Director\, State of Nebraska\nKevin Lownds\, JD\, Division Chief\, Medicaid Fraud Division\, Massachusetts Attorney General’s Office\nDan Gorenstein\, Founder and Executive Editor\, Tradeoffs (Moderator) \nAbout the Decoding the Moment series \nThe Trump administration’s sweeping efforts to reshape federal health policy have created a fast-moving\, uncertain landscape for the health care sector and policymakers. SUMMARY:“An Emerging Tool to Prevent Medical Debt”: A live event from Tradeoffs\, in partnership with KFF
DESCRIPTION:Most hospitals offer financial assistance to patients who struggle to afford their bills\, often referred to as charity care. But many people are stymied by cumbersome aid applications. Others don’t even know help exists. \n\n\nHospitals can proactively screen patients to see if they’re eligible for aid and\, if so\, automatically wipe out or reduce their bills — a process known as presumptive eligibility. \n\n\nA growing number of state policymakers and researchers believe requiring hospitals to use presumptive eligibility would protect low-income Americans from falling into medical debt\, especially with federal funding cuts expected to increase the number of people without health insurance. Some hospital leaders resist new requirements\, arguing in part that they put unfair responsibility on hospitals to address rising patient costs and a shrinking safety net. \n\n\nOregon passed the most comprehensive presumptive eligibility law in 2023. A similar law in California — originally opposed by hospitals — is set to take effect in July 2027. Los Angeles County public health officials have been working with local hospitals to make the new rules easier for them to implement. \nIn this live virtual event on Oct. 22\, at 2 p.m. ET\, KFF Health News senior correspondent Noam Levey and Tradeoffs reporter Melanie Evans will share their reporting about this emerging policy solution and the challenges that remain. They will be joined by policymakers and hospital officials from Oregon and Los Angeles\, who will share their experiences\, obstacles they faced and lessons learned. \nThis event is part of “Hidden Help\,” an investigative series from Tradeoffs and KFF Health News about how hospitals can protect their patients from the life-altering harms of medical debt. \n\n\n\nREGISTER AND SUBMIT QUESTIONS FOR THE PANEL →\n\n\n\nPanelists: \n\n\nMelanie Evans\, Reporter and Producer\, Tradeoffs\nNoam N. Levey\, Senior Correspondent\, KFF Health News\nLisa Reynolds\, Pediatrician\, Oregon State Senator\nVardan Shamamyan\, Staff Analyst\, Los Angeles County Department of Public Health\nAdena Tessler\, Regional Vice President\, Los Angeles\, Hospital Association of Southern California
